Karnataka Counselling Seat Types Explained
Only UG NEET 2026 qualified candidates who become eligible after verification of documents, are allowed to participate in the allotment of Medical seats as per the eligibility & reservation criteria for the respective types of seats. Counselling for deemed university medical colleges in Karnataka state is conducted by Medical Counselling Committee.
Government Quota Seats
These are low-fee seats available in government colleges and some portion in private colleges, reserved strictly for Karnataka eligible candidates under state quota rules.
Private Quota Seats (All India Eligible)
These seats are available in private medical colleges and are open to both Karnataka and non-Karnataka candidates, making them a major opportunity for All India students.
NRI / Management Quota

Step 3: Merit List Publication
KEA prepares a merit list based on NEET rank and eligibility clauses. This list determines the priority for seat allotment.
Step 4: Option Entry (Choice Filling)
Candidates must enter college and course preferences in order of priority. There is no restriction on the number of choices, and order plays a crucial role.
Step 5: Mock Allotment

Karnataka Post Allotment Choices (Most Important Rule)
Choice 1 – Accept and Freeze (Final Seat Confirmation)
This option means the candidate is fully satisfied with the allotted seat and does not want to participate in any further counselling rounds. After selecting this option, the candidate must pay the required fees and report to the allotted college within the given timeline. Once this option is selected, the candidate is out of the counselling process and cannot participate in further rounds. This is considered a final decision and is usually chosen when a top or desired college is allotted.
Choice 2 – Accept and Upgrade (Safe Option for Better College)
This option allows the candidate to accept the current seat while still participating in the next round for a better option. The currently allotted seat remains secured, but if a better seat is allotted in the next round, the previous seat is automatically cancelled. If no better seat is allotted, the candidate retains the original seat. This is considered the safest and most commonly recommended option for students who are not fully satisfied but do not want to risk losing a seat.
Choice 3 – Reject and Continue (Risky Option)
This option means the candidate is not satisfied with the allotted seat and chooses to reject it completely while continuing in the next round. Once this option is selected, the current seat is lost permanently, and there is no guarantee of getting another seat in the next round. This option is risky and should only be selected when the allotted college is completely unacceptable.
Choice 4 – Reject and Exit (Leave Counselling)
This option indicates that the candidate wants to exit the counselling process entirely. After selecting this option, the candidate will not be considered for further rounds and cannot claim any seat through Karnataka counselling. This is usually selected by candidates who have secured admission through another counselling process or no longer wish to continue.

What Happens in Round 2 Based on Your Choice
- Candidates who select Choice 1 are not eligible for further rounds.
- Candidates who select Choice 2 are considered for upgradation and can get a better college in Round 2.
- Candidates who select Choice 3 participate in Round 2 without holding any seat.
- Candidates who select Choice 4 are completely removed from the counselling process.

Fee Payment Rules After Allotment
Candidates who choose to accept a seat (Choice 1 or Choice 2) must pay the tuition fee within the given deadline. Without fee payment, the seat will not be confirmed and may be cancelled. Fee payment is mandatory to retain the allotted seat.
Reporting to College (Final Step After Acceptance)
After fee payment, candidates must report to the allotted college with original documents. Failure to report leads to cancellation of the seat and disqualification from further rounds in some cases.
